Addressing participants at the ceremony, Dr. Jose Miyar Barrueco said Fidel founded the institute --at the height of 1962 October Missile Crisis-- to address a shortage of healthcare professionals, arising from the exodus of Cuban doctors to the United States. He was also seeking to support the implementation of the newly installed concept of rural social services and free healthcare for all. During the ceremony, Dr. Miyar Barrueco, Cuban Communist Party Political Bureau member Jose Ramon Machado Ventura, and Public Health Minister Jose Ramon Balaguer were conferred with the Honoris Causa Doctorates. Dr. Miyar Barrueco thanked the Institute, on behalf of himself and his colleagues, for the honor received by those who have been side-by-side with Fidel Castro in the implementation of national plans and programs to train doctors, dentists, nurses and healthcare technicians. Dr. Miyar Barrueco said that, 45 years after its founding, the Victoria de Giron institute remains a stalwart of Cuban public healthcare and medical teaching. He noted that it was in this institution where Fidel Castro stated, for the first time, the importance of graduates offering their services wherever the Revolution needed them. He added that Cuba continues to be the country with the largest per capita ratio of doctors, with some 71,389 practicing physicians.
