The newspaper featured an interview with Carlos Garcia Trapaga, Cuba's ambassador to Panama, who said both countries have known how to rebuild relations on the basis of respect. In 2004, Cuba decided to break diplomatic relations with Panama, following former president Mirella Moscoso's granting of pardon to terrorist Luis Posada Carriles. However, the Cuban representative said the action is still latent as Posada Carriles is free and Panama's Supreme Court is involved in a dispute for the unconstitutionality of the pardon. Garcia Trapaga emphasized in the interview to the Panamanian paper that diplomatic relations in the commercial sector and also bilateral bonds have shown great progress.
