Cuba's report on R.61 11 of the UN General Assembly says the blockade prevents US operators from trading with the Island so having to turn to third countries effect the quality of services. Impossibility to use US dollars impede Cuban operations in US banks, affecting ETECSA liquidations for international traffic and increased banking commissions. The over four decade US blockade also soared charter and insurance expenses since purchases are made in Europe and Asia with logical overpricing plus the "Risk Cuba" interest rate overtax. The US also stalls the Cuban experts attendance to seminars in the US, and their US counterparts are impeded to get a license, visas or permits to visit the Island.
