Allard is a Canadian, who resides in Cuba, and is trained in "tracking crimes and criminal profiling." Rather than presenting a biography on the leading terrorist in the Western Hemisphere, Allard has brought together interviews and conversations with Posada, declassified documents and newspaper reports to reveal the long history of criminal behavior of this notorious protC)gC)e of the US government and the CIA. The trail begins with Posadabs pre-revolution days as a henchman for the Batista dictatorship and maps out his role in the wave of repression in Venezuela under the government of Carlos Andres Perez. The book then documents Posadabs preparations in masterminding the 1976 mid-flight bombing of a Cuban airliner that killed all 73 people aboard and continues with his involvement as a CIA agent in Central America (Guatemala, El Salvador and Honduras) during the 1980s. Allardbs account ends in the streets of Miami, where Posada today enjoys complete freedom. Much of the information in the book was submitted by the US government on different occasions and although some revelations were reported in articles in the Washington Post and New York Times, the White House never showed any interest in going after the terrorist, notes Allard.
