NATO Had 2002 Plan to Invade Venezuela: Chavez

Caracas, Nov 13 (Prensa Latina) The North Atlantic Treaty Organization
had a plan to invade Venezuela in 2002, and was about to activate it
during the April coup, President Hugo Chavez denounced on Tuesday.

Replying to questions during a press conference in Miraflores Palace,
Chavez said the strategy was discussed in Spain under the government of
Jose Maria Aznar, whom he called a fascist in the recently concluded
17th Ibero-American Summit in Chile.

The so-called Balboa Plan, named for Spanish conqueror Vasco Nunez de
Balboa, was never activated because the Venezuelan soldiers and people
gave them no reason to justify military intervention, according to
Chavez.

Internal opposition, which he held responsible for following orders of
the US administration, anticipated that it would be difficult to topple
me; therefore they planned to open the conflict to outsiders through
NATO involvement, he explained.

However, the soldiers assumed a position in favor of the government and
refrained from opening fire against Miraflores Palace or Fort Tiuna,
and so the attempt to trigger a civil war failed, Chavez commented.

Chavez's remarks about Aznar during the meeting of heads of State and
Government in the Ibero-American Summit caused discomfort among Spanish
representatives and generated a verbal exchange between authorities
from both countries, which is uncommon in this type of event.
