The controversial cardinal, a member of the Catholic conservative group Opus Dei, lashed at Chavez's criticism of Spanish ex President Jose Maria Aznar's meddling in Venezuela. Cipriani said Chavez is not in condition to become Peru's business partner and called on the government to be cautious with Venezuelan investments, but President Alan Garcia and Foreign Minister Jose Garcia Belaunde rejected the censure. Critics of Cipriani recall his silent support as bishop of Ayacucho during the human rights violations by the military in the so-called dirty internal war.
