The document denounces the US economic, financial and commercial blockade of Cuba, highlighting its extraterritorial nature and the fact that the UN General Assembly has condemned it sixteen consecutive times. The joint declaration will further facilitate the application of the Bolivarian Alternative for the Americas (ALBA), and the Trade Treaty subscribed between Bolivia, Venezuela, Nicaragua and Cuba. The document states that Cuba supports Bolivia in its demand for an access to the sea, a historical right and much needeed for its development.
