The document aims to set an alternative program of sustainable urban development which includes improvements for pedestrians, cyclists and the public transportation network. It also takes in measures against the negative effects of dense traffic areas in the cities through the reduction of main streets and the use of beltways instead of traffic lights. Specialist at the International Seminar on Havana's Urban Development (SeDUT) Cuban-Swiss project, Rene Lechleiter, noted that the Cuban capital privileges social collective institutions and manages to establish the equilibrium between downtown and periphery.
