The highest number of fatal victims was registered in the province of Santiago, the second most important in the country, where 17 deaths were reported. Persistence of floods and tons of mud, rubble and remains of trees and plants scattered on the streets offered a desolate landscape. Almost 35,000 people have been displaced from their homes, said the most recent report by the National Emergency Commission. Evacuation was still proceeding in zones near the Yaque del Norte River, which flooded and seriously damaged Santiago. The same source said that 29 of the 31 provinces of the country are still on red alert, and five reservoirs went over their security limit.
