Some 25 organizations that make up Concertacion por la Paz y la Justicia Social rejected the president's refusal to derogate a General Amnesty Act, by virtue of which the charges against war criminals were dropped. Concertacion attorney David Morales expressed concern at President Saca's contempt. For his part, Miguel Guzman, of the Monitoring Commission on Monsignor Romero's case, regretted that the government does not want to do justice. He urged San Salvador Archbishop Fernando Saenz Lacalle to demand compliance with the recommendations rather than becoming an accomplice to this situation of contempt and impunity. Monsignor Romero denounced the injustice committed by the Army against the civil population during the armed conflict in El Salvador (1980-1992), and was shot to death while officiating mass on March 24, 1980. The Truth Commission that investigated the crimes committed during the war concluded that Monsignor Romero was assassinated by a death squad commanded by Roberto D'Aubuisson, founder of the governing Nationalist Republican Alliance (ARENA).
