The decree was announced over radio and TV by Rosario Murillo, coordinator of the Council on Communication and Citizenry and wife of President Daniel Ortega, during a meeting to assess damages caused by the hurricane. According to a report presented to Ortega by Major General Julio Cesar AvilC)s, the Nicaraguan Armybs Chief of General Staff, 138 people were still missing six days after Felixbs passing. The number of people affected rose to 150,552, while a further 1,257 remained temporarily housed in Civil Defense shelters. The hurricane hit the northeastern tip of Nicaragua on Sept. 4 with 260-kph winds, making it a Category Five (maximum) on the Saffir-Simpson scale. Several communities in that area hit by Felix were totally wiped out, while damage to the BosawC!s environmental reserve was incalculable. Ortega, who has twice toured the affected areas, noted that figures are still preliminary, because the fate of inhabitants in a dozen villages that were cut off by the storm is still unknown. The RAAN is a vast, isolated region in the northern Nicaraguan Caribbean inhabited mostly by Miskito, Mayagna and Sumo indigenous people, and was declared a state of disaster by Ortega after the catastrophic outcome of Felix.
