Ortega declared a state of emergency in the region yesterday after hearing a preliminary report. The extent of the damage will be ascertained as the affected areas are visited. Felix hit the northeast region of the Central American country with winds of up to 260 kilometers per hour, making it a Category 5 hurricane, the most severe on the Saffir-Simpson scale. In the city of Puerto Cabezas, 536 kilometers northeast of Managua, 90% of houses lost their roofs while in the RAAN it was reported that 5,000 dwellings had been destroyed. During his tour of the region along the Honduran border, the president was able to meet his counterpart in that neighboring country, Manuel Zelaya, who is expecting Felix to affect territories in that nation on Wednesday, now downgraded to tropical storm status. The stormbs weakening does not, however, negate its danger. The intermittent rain that has been falling for many hours in northern Nicaragua is threatening the area with the possibility of floods and mudslides.
