The three states suffering the greatest dengue outbreak are Mato Grosso do Sul, Rio de Janeiro and Parana, although Sao Paulo also has a very high level of cases, with over 62,000. Secretary Gerson Pena of Epidemiology Vigilance attributes the growth to the population's difficulty in changing their habits. However, one-quarter of homes in critical locations have not been visited either because of alleged security reasons or because no one is home during the day, the ministry report asserted. Pena warned of the danger that when dengue is repeated, it often reappears in the hemorrhagic form, which can be fatal.
