Interior and Justice Minister Pedro CarreCB$o announced they are working this week to create an institution with no vices, while the police forces are undergoing shaping and purging processes. They have also planned creation of several authorities, specialized as municipal, customs, penitentiary, and anti-drug police, which will mainly fight the use of the national territory as a bridge for illegal drug traffic. The initiative seeks to put an end to the lack of coordination between state and municipal police, considered an Achilles' heel in the struggle to ensure safety in the South American country. Simultaneously, the Interior and Justice Ministry is seeking unity of different social sectors to create a new and better citizen consciousness. The issue is one of the criticisms of President Hugo Chavez' government, starting from criteria about a constant increase of crime despite official figures showing a reduction. ef ccs iom ml *** Venezuelan Constitutional Reform in Gear Caracas, Sep 4 (Prensa Latina) Diverse sectors of Venezuelan society have been summoned to debate reform of 33 of the 350 articles of the Constitution of Venezuela proposed by President Hugo Chavez, which is winning support for its importance for the national future. Tables have been set up throughout the capital to explain the proposals along with calls to vote for these reforms in the national referendum. Debates are ubiquitous and involve legislators, members of community councils, public servants and the people. Media broadcasts include exchanges with experts, authorities and representatives of the opposition on the construction of a new socialist model.
