In the plan's so-called annex, signed by President W. Bush on July of 2006, there is mentioned a "secret chapter" - considered as such for reasons of national security and the aim to "achieve an effective objective." To erase out any doubt about the secret chapeter, it is referred to in Chapter 1 as being dedicated to precipitate the destruction of the revolutionary government. Could anything be clearer? - impossible. As if the oficial document --which is a violation of the most elemental norms and international laws-- were not enough, the US president recently declared that he will not allow the Cuban Revolution to continue. Threats of this type are not new, and are reason the Cuba adopted, as early as 1959, the firm determination to prepare itself militarily in order to preserve its revolutionary achievements, independence and integrity of its national territory. Now, with Bush's deviant position, the issue of defense is more valid than ever; and although the US president has not said how he will stop the Cuban political process, the country is not losing precious time. As Cuban Defense Minister Raul Castro pointed out on July 26, "you cannot fool around with the country's defense!" For us, he has said so many times, avoiding a war is equal to winning it, but to come out victorious means a lot of sweat and investing more than a few resources". The response in this case has a name, the very emblematic "Operation Caguairan." As Raul Castro noted, "With serenity, discipline and without fanfare, our people have continued to prepare themselves to face any enemy military adventure." He also offered an assessment of the results obtained up until now in the operation when he said "...the country's defense capabilities have been able to substantially increase, reaching levels of superior combatant preparation compared to any other stage." Operation Caguairan, which is now marking its first anniversary, has allowed the preparation of hundreds of thousands of militia and reservists of the Revolutionary Armed Forces, as well as officials, sargents and soldiers of its regular troops. It will continue in the coming months and will allow an increase in training under conditions similar to contemporary combat. Some one million Cubans and will participate in the "Bastion 2008" strategic military exercises scheduled for the end of the year. For those who dream of imposing their will on the Cuban people by force, they should know that there is an ever-growing sentiment and will of the people not to give in to threats, pressure or blackmail - no matter where from where these emanate. Cuban revolutionaries do not make unilateral concessions with the intent of sending signals. Cuba will not alter its sovereign social path followed for almost half a century under the firm leadership of President Fidel Castro.
