The vision of the world towards Cuba has to be based on principles of "respect for the people's sovereignty, and non-interference, and the nations' right to pursue alternative paths to their development," said Arthur, as quoted by Canada.com. Referring to the United State's policy towards Cuba, Owen Artur, who is also President of the Caribbean Community (CARICOM), said if Cuba is not considered a part of the area, as it actually is, the importance of the northern hemisphere is played down. He insisted that the Island has to be involved in all regional affairs.
