The program will encompass over 2,000 kilometers of hydraulic networks to eliminate the many leaks in the capitalbs system, as well as the repair of pipelines and supply sources. Some densely populated boroughs such as LuyanC3, San Miguel del PadrC3n, San Francisco de Paula and others have been supplied by tanker trucks in recent years. The plan seeks to normalize service. * Relative Wants Investigation into Death of Oppositionist In a letter addressed to acting president General RaC:l Castro, Pedro Larena IbC!C1ez requested that the death of his cousin, Manuel Acosta Larena, 47, be investigated. According to a press release by the Cuban Commission for Human Rights and National Reconciliation, Acosta Larena, a member of the Democracy Movement, was arrested on June 21 for alleged dangerous behavior and taken to the police station in Aguada de Pasajeros, a province of Cienfuegos. Three days later the authorities informed his family that Acosta had killed himself in his cell. bIf necessary we request another autopsy and the interrogation of all witnesses, including several detainees there, and 10 to 12 policemen, officers included, that knew of the events,b the letter says. Opposition sources informed that the letter was delivered at the Ministry of the Revolutionary Armed Forces, which General Castro also heads. * Cuba Says Richest Countries Responsible for Climate Change Vice Minister Fernando GonzC!lez, of the Cuban Ministry of Science, Technology and Environment, said wealthy countries are responsible for climate change in the world due to their production and consumption patterns. In his keynote address inaugurating the 6th International Convention on Environment and Development, GonzC!lez said that, in 2004, the industrialized countries, with barely 20 percent of the earthbs population, generated 46 percent of pollutants. The Convention, in session until Friday, July 6, is being attended by 750 experts from 23 countries. * Infant Mortality Falls in Las Tunas A dispatch by the National Information Agency (AIN) says that the eastern province of Las Tunas reported its record lowest infant mortality rate. The province had only three deaths in every one thousand births during the first semester of the present year. According to AIN, the figure for the same period in 2006 was seven. The decrease has been attained in spite of an increase of 300 of new births. * Cuba Reports Successful Neurological Stem Cell Transplant AIN reports that for the first time a successful transplant of stem cells to the nervous system of a 32-year-old quadriplegic patient was made in Cuba. The patient has had a satisfactory evolution after only thee months of the transplant. Dr. Amado Delgado GC3mez, a neurosurgeon at the Cira GarcC-a Central clinic, told AIN that the patient is recovering his movements in the lower limbs and walks with the assistance of a mechanical device that pressures parts of his body. Dr. Delgado pointed out that this new surgical technique, used exclusively in highly developed countries, stimulates regeneration of damaged tissues and recovers most motor functions, after several months of rehabilitation. * The Better to Steal from You: Burglar Gang Reported in Havana We have received an e-mail warning about a signal system in use by a gang of burglars in the Cuban capital. We were advised that a lookout draws symbols, more appropriate of cavemen, to inform about the possibilities of breaking into a house or apartment. The signs warn if the house has been previously burglarized, or if it has a single occupant, whether there are only women, if a visitor is welcomed when he or she speaks of God or if the house owners are away on vacation. Other signs indicate if a crowbar is needed, if there are dogs in the home, or if the house can safely be broken into.
