Interior Minister Alfredo Rada called for the mining leaders to dialogue, and urged workers not to harm the sector's development policy with new protests. Now roads are clear to transportation, which had been obstructed since Monday mainly in Caracollo and Caihuasi towns, the minister said. In the operation 27 people were arrested for possession of dynamite that was used against the military. As the first step, the official explained, the Executive gave Parliament the proposal for nationalization of the Posokoni hill, which contains the country's largest tin reserve. President Evo Morales clarified the police had to intervene because mining leaders refused to dialogue with the government. He also pointed out the Huanuni miners have no social demands but political objectives, as they request resignation of Oruro mayor Alberto Luis Aguilar. *** Ecuador: Constituent Assembly to Debate Power to Dissolve Congress Quito, Jul 6 (Prensa Latina) The one-time dissolution of Congress is one of the proposals by the Ecuadorian government that the Constituent Assembly will have to analyze when drawing up the new charter. Such a decision would be empowered to the president of the Republic and, according to Government Minister Gustavo Larrea, Parliament would equally have the faculty of dismissing the chief of State. It is a "new concept of democracy," sustained Larrea, and suggested the ministers' council will be divided into sectors to speed up dealing with the different national affairs. The legislative body, which could be named National Assembly, would comprise up to 100 members. Also, the Executive plans to maintain the US dollar as the currency of national circulation, as adopted in 2000 after the financial crisis. These and other proposals were handed in to the National Higher Education Council Committee, which is drafting the new Constitution. The Constituent Assembly elections are scheduled for September 30, and will be set up in October, with 130 delegates. hr dig lgo mf *** Colombian Suprme Court Rules Galleon Treasure Belongs to the State Bogota, Jul 6 (Prensa Latina) Colombia's Supreme Court ruled on Friday that the cultural, historical, artistic and archaeological pieces in the San Jose galleon, sunken three centuries ago, are the property of the State. The decision, considered historic by local press, puts an end to an over 18-year dispute between Sea Search Armada Company and the Colombian State for the two billion dollar cargo of the San Jose galleon. The court decided that weapons, medals, money, jewels and those pieces with historic or cultural value are part of Colombia's cultural patrimony and will be awarded solely to the government. However, gold bars and precious stones, declared "treasure" will be split evenly between the Colombian government and Sea Search Armada.
