But in Kenosha, Wis., the Menominee Nation and a coalition of unions convened by AFSCME District Council 40 signed an historic agreement earlier this month that will allow workers at its proposed Paradise Key Casino in Kenosha to organize and bargain collectively. The agreement also expands the rights of the casino employees beyond what is required under state and federal labor laws.
