Interestingly, just a year before the Kennedy assassination, the Joint Chiefs of Staff considered staging the shoot down of a passenger jetliner as a pretext for attacking Cuba. The plan was called Operation Northwoods. Apparently, Vietnam proved to be the more worthwhile project and the use of an attack on a civilian airliner was shelved for later use.
