Then I found this story. I could only get the second CNN video to play and I can't, for some reason, get the url to the Gaffney story to appear in my browser, though the text is there. Witnesses who saw the plane say it circled over Washington. Now, you simply don't see aircraft in the area over the White House. That is supposed to be restricted air space. Amazingly enough, it is not mentioned in the 9/11 report. The video was here. But it is mysteriously not working (7:30 am EDT) as CNN has pulled it (video expired), but why? Last night during Anderson Cooper 360, CNN replayed their footage of the "mystery plane" seen over the White House roughly 10 minutes before the 1st WTC tower fell. That plane has now been definitively identified. It is the National Airborne Command Center. Yet after making the discovery, CNN has seemingly shut it down. Most likely for national security reasons. The E-4B is no ordinary plane. Its primary function is to serve as a flying command, control and communications (C3) center in a national emergency, or in the event of a nuclear attack. It is capable of carrying a crew of up to 112 people. When the president travels on Air Force One, an E-4B normally shadows behind the presidential entourage, in order to be close-at-hand. Oddly enough, however, this usual protocol was not followed on September 11, 2001. For some unknown reason, no E-4B accompanied the president to Florida on the morning of the attack. Unlike Air Force One, the E-4B can be refueled easily in flight and thus has a considerably greater range capablities. For this reason, when the president goes abroad on extended trips he occasionally flies on an E-4B to save travel time. The plane also doubles as a mobile office for the Secretary of Defense. If Air Force One can accurately be described as the flying White House, than the E-4B is the equivalent of the Pentagon. The plane's electronics cover the full radio spectrum, from extremely low frequency (ELF) to ultra high frequency (UHF). This enables the E-4B to communicate with all US military commands, world-wide, including tactical and strategic forces, planes, naval ships, nuclear-armed missiles and even submarines. The U.S. military possesses four of them in total. Offutt Air Force Base in Nebraska is the "Main Operating Base" for the E-4B, though there are also numerous "Forward Operating Bases" (FOB) throughout the U.S. So why was this bird in the air over Washington just before the attacks?
