The democratically-elected Palestinian government is that of Hamas which had to use arms to be able to impose itself in Gaza. That basic fact doesn't seem to figure as major news in most of the world media. However, certain specialists and a few journals have recognized this state of affairs. Well-known Middle East specialist, Robert Fisk, in the "Independent" (0618, Palestine - How does the hypocritical West deal with a coup d'etat by an elected government?) stated: "Hamas is the democratically elected government of the Palestinian territories -- now that it has taken control of the Gaza Strip from the Fatah party, will Israel and the West keep supporting the old regime?" Former US President Jimmy Carter has also spoken out (0620 AP, Carter Blasts US Policy on Palestinians, Shawn Pogatchnik): "Former US President Jimmy Carter speaks during the ninth annual NGO Forum on Human Rights, at Croke Park conference centre, Dublin. Former President Jimmy Carter accused the US, Israel and the European Union on Tuesday of seeking to divide the Palestinian people by reopening aid to President Mahmoud Abbas' new government in the West Bank while denying the same to the Hamas-controlled Gaza Strip. Carter, a Nobel Peace Prize winner who was addressing a human rights conference in Ireland, also said the Bush administration's refusal to accept Hamas' 2006 election victory was 'criminal'." The "Toronto Star" courageously headlined "Policy to divide Palestinians will fail" (0621 Toronto Star, Commentary). But the "internationally approved policy" seems to be determined only by Tel Aviv and Washington, at least for the time being. (...cut...) --------------------------------------------- Intelligence, N. 501, 2 July 2007, p. 2 TIMELINE & REPORTS FROM 14 JUNE TO 28 JUNE As we mentioned in our preceding issue, "many observers say that you can already 'feel summer coming on', which means there may be fewer major events in the coming weeks." Indeed, we can almost reprint the preceding "Timeline" which stated that: "Over the past fortnight, little has changed on the US parapolitical scene where the US attorney scandal continues to dominant the scene and shows no signs of weakening. On the international scene, the many simmering crises mentioned in our recent issues continue to bubble and only the armed conquest of Gaza by Hamas can be considered a major change. The Democrat- dominated US Senate promises soon to get back to attacking the Bush White House's war in Iraq..." The major difference is that several important reports and series of articles have been published during the past fortnight. They include a series of articles on US torture policy and, in particular one by Seymour M. Hersh in the "New Yorker' (0617 (dated 0625), The General's Report - How Antonio Taguba, who investigated the Abu Ghraib scandal, became one of its casualties). The other reports include: 0619 NYT, Question Time for Nominee Linked to Interrogations, Mark Mazzetti and Scott Shane (on John A. Rizzo, acting CIA general counsel when torture was approved); 0621 AlterNet, War on Iraq - Exposed, The Anatomy of a Torture Scandal - Where does the buck stop when it comes to torture?, Onnesha Roychoudhuri; 0621 AP, Guantanamo - A Tainted Legacy, Hooded prisoners in steel cages, Abusive interrogations, Indefinite detention, These elements of the military prison at Guantanamo Bay have provoked global outrage - and may now be leading to its closure; 0622 AP, Army Officer Says Gitmo Panels Flawed, Ben Fox (on Lt. Col. Stephen Abraham). Another series of articles has covered the CIA's publication of its "family jewels" or major illegal covert actions: 0621 AP, 70s' Documents Portray a Lawless CIA - Little-known documents made public Thursday detail illegal and scandalous activities by the CIA more than 30 years ago - wiretappings of journalists, kidnappings, warrantless searches and more; 0622 WP, CIA to Air Decades of Its Dirty Laundry - Assassination attempts among abuses detailed, Karen DeYoung and Walter Pincus; 0623 NYT, CIA Chief Tries Preaching a Culture of More Openness, Mark Mazzetti; 0626, MSNBC, CIA Opens the Book on a Shady Past - Declassified "family jewels" detail assassination plots, break-ins, wiretaps, Alex Johnson. Two major figures of the Bush White House -- Richard Cheney and Robert Gates -- have also been the subject of recent series of articles. The Cheney series by Barton Gellman and Jo Becker of the "Washington Post" examines Cheney's largely hidden and little-understood role in crafting policies for the War on Terror, the economy and the environment, and includes: 0624 WP, Part I - "A Different Understanding With the President"; 0625 WP, Part II - Pushing the Envelope on Presidential Power; 0626 WP, Part III - Strong Push From Back Stage; 0627 WP, Part IV - Cheney, Leaving No Tracks (how Cheney worked to manipulate environmental concerns for the benefit of business). The Gates series by Roger Morris, in TomDispatch, includes: 0619 TomDispatch, The Specialist - Robert Gates and the Tortured World of American Intelligence (Part 1); 0621 TomDispatch, The CIA and the Politics of Counterrevolution (Part 2); 0625 TomDispatch, The Rise and Rise of Robert Gates - The Specialist (Part 3), Robert Gates's path to the Pentagon. Two other article to be noted are: 0619 The Hill, Rebuffed by Rice, Hadley, House Panel Tracks Down Witnesses for Iraq Probe, Helen Fessenden: The House Oversight and Government Reform Committee's probe into prewar intelligence has again postponed a hearing, scheduled for today, with Secretary of State Condoleezza Rice, who refuses to testify publicly despite a panel subpoena. The panel has also had no luck in securing a closed-door deposition of National Security Adviser Stephen Hadley. As Rice's deputy at the National Security Council during President Bush's first term, Hadley was central in the controversy over the flawed claim in Bush's 2003 State of the Union address that Iraq was trying to buy uranium from Africa. 0625 CNN, Report Blasts US for Failures in Fighting Terrorism: A just-released report slams the federal government for failing to coordinate the work of US law enforcement agencies overseas to fight terrorism. The Government Accountability Office found that in one country a lack of clarity about the roles and responsibilities of the FBI and the Immigration and Customs Enforcement agency may have compromised several investigations intended to identify and disrupt potential terrorist activities. In general, the past fortnight's news reports collected and retained by "Intelligence" were distributed in the following manner: US politics (23 entries, 16K), US torture (16 entries, 14K), Middle East (Israel, Gaza, West Bank, Lebanon - 23 entries, 13K), Iraq war in Washington (18X, 12K), Bush corruption (14X, 8K), Bush surveillance policy (7X, 7K), Eastern Europe (8X, 6K), Dept. of Justice scandal (10X, 6K), CIA (7X, 5K), Iraq war (9X, 5K), Western Europe (6X, 4K), Dept. of Defense (5X, 4K), Asia (Afghanistan & East - 4X, 3K), FBI (3X, 2K), with Iran, Americas and Africa each with one entry and 1K. One should remember that these figures measure only relative importance and are based on article summaries, not on the entire article. Nonetheless, one can note the relative lack of attention concerning conflicts in Iran, North Korea and Afghanistan, and a concentration of attention on Bush White House scandals, problems and policies. (...cut...) --------------------------------------------- PEOPLE Intelligence, N. 501, 2 July 2007, p. 5 USA - RICHARD CHENEY US Vice President Richard Cheney has been making the headlines recently, and only because the "Washington Post" published a series of articles by Barton Gellman and Jo Becker examining Cheney's largely hidden and little-understood role in crafting policies for the War on Terror, the economy and the environment (see "Timeline" article above). Cheney has also "sought to abolish secrecy oversight office" (the Information Security Oversight Office or ISOO), "Says White House Rules Don't Apply to Him", and "Makes secrecy policy a joke". But the Democratic Congress "Moves to hold White house accountable for Cheney exemption", "Target Funding for Cheney" and "May Cost Cheney, Democrats Warn". Thirty years ago, Congress got "Tricky Dick". This time Congress may get "Dirty Dick".
