More than 30 suspects were involved in the network that hatched plots in Washington, Toronto, London and Bosnia-Herzegovina, The Times said. The central figures in the operation, a Bosnian refugee named Maximus and a Moroccan living in London, became brother warriors through the use of the World Wide Web, the report said. British police say Younis Tsouli, 22, was hunched over his computer day and night in London serving as a pioneering cyber-operative for al-Qaida. He directed Maximus and was at the hub of other plots. For law enforcement, the case demonstrates that the Internet has become a virtual training camp and operations center replacing the al-Qaida bases in Afghanistan and Bosnia.
