One Bay Area transit planner is reminding voters that they have already been paying for these projects for the past 5 years. As KCBS' Holly Quan reports, voters passed Proposition 42 in 2002. The gas tax measure was designed to help fund projects like a fourth bore for the Caldecott tunnel and a new approach to the Golden Gate Bridge. However, the money was used elsewhere. "We haven't gotten a dime of that money. That money has been used to balance the budget in Sacramento and it never did go to transportation," Nevin lamented. Nevin is a former San Mateo County supervisor, Metropolitan Transportation Commissioner and a longtime Caltrain and Samtrans board member. He's perplexed by the governor's proposal to sell bonds to help pay for projects that taxpayers have been funding the last several years. "The commitment has to be more than lip service," said Nevin. "The commitment has to be money and the part of the money is already there. We haven't seen it in transportation yet."
