Due to the Asian financial crisis questions are raised South
Korea and Japan's ability to complete a $5 billion reactor
project in North Korea. During the consultations in Seoul

US Secretary of State Madeleine Albright said both the
United States and South Korea had reaffirmed their commitments
under the agreement.
