India is reviewing its strategic defense and considers building nuclear weapons. It will not sign the NPT and the CTBT. Fernandes further claimed that India has enough missiles to deter Pakistan. However criminal charges are undermined since earlier this year president Clinton approved Loral to export the same technology to China. New Delhi April 15 1998 - US diplomats wednesday expressed concerns about the nuclear missile competition between Pakistan and India. Pakistan has recently test-fired its "Ghauri" missile. Analysts believe the American reaction on this test was "muted" to make clear to New Delhi that only dialogue can stop a continental arms race. India refuses to include the Kashmir dispute in peace talks. It told the US officials it will take all necessary steps to assure its security.
