19 Oct 1996 (Reuter) - On saturday a Russian nuclear submarine
got broke down 'with only minor engine trouble' outside
Russia's territorial waters. The name and type of submarine,
which is part of the Far East fleet, is unknown and Interfax
news agency quoted according the fleet commanders there was no
radiation leak. The ship slowly heads back to base.

18 Oct 1996 (Reuter) - Friday after the 83 to 0 vote in the
Taiwan parliament to restore funding for the stonewalled $4,1
billion nuclear powerplant it came to riots as hundreds of
anti nuclear activists started demonstrating, building up
barrikades and throwing rocks and gasoline bombs at the
parliament. They were forced back with water cannons by some
4,000 riot policemen. ``We don't feel the joy of victory,''
Nationalist party deputy Tseng Yung-chuan said, referring to
the violent circumstances in and around the parliament.
Opposition lawmakers said they were not given the chance to
vote.

18 Oct 1996 (Reuter) - During his stay in Russia, U.S. Defense
Secretary William Perry accompaigned  by Senators Sam Nunn,
Richard Lugar and Joseph Lieberman also visited a northern
naval base to watch the destruction of Russian submarines
according to the START-1 treaty.
