MINSK, Nov. 23 (UPI) _ Belarusian President Lukashenko
declared the result of the referendum about constitutional
changes which will largely increase his powers will be
binding. Russia announced that the removal of former SU
nuclear warheads from Belarus was completed Saturday.
Lukashenko had tried to keep some warheads.

MANILA, Nov. 24 (UPI) _ President Clinton has had meetings
with leaders of China, South Korea and Japan. One of the
issues was a plan by Clinton to start peace talks among the
US, South & North Korea and Japan. These talks should make
sure the agreement to dismantle the North Korean nuclear
program will be carried out.


MADRID, Nov. 25 (UPI) _ According to a secret NATO report
Libya will be able to launch a nuclear attack on southern
Europe by 2006. By that time Libya will have developed
missiles capable of delivering any kind of warhead within a
range of 1000 to 3000 km. By 2006 Iran and Iraq might also
have the disposal of medium-range missiles.


WASHINGTON, Nov. 26 /PRNewswire/ -- The United States
Enrichment Corporation issued a fact sheet on the US / Russian
agreement to convert 500 metric tons of HEU from Russian
warheads into LEU which the US will purchase as fuel for their
npp's. Over 20,000 warheads will be converted, of which 7,500
will be converted in the seven year contract period (1995-
2001).
