A $250 million tender to upgrade the plant was issued earlier this year. A consoertium of Germany's Siemens AG France's Framatome and a Russian institute is said to be amongst the bidders. Another issue to be accessed is the storage of the waste after contracts with Russia had expired in 1990. Nov 15, 1996 (Reuter) - Winston Lord, Assistant Secretary of State, said China didn't do enough to restrain nuclear sales for accessing U.S. nuclear technology. Refering to the proceeding of the 1985 agreement about Peaceful Nuclear Cooperation he said, "We are not at that point yet. We've made some progress in some areas, but we're going to have to keep working at it." Secretary of State Warren Christopher is to visit China next week.
