Nov. 13 (UPI) - Belorussian President Alexander Lukashenko on
Wednsday said in a speech to Russian lawmakers Minsk refuses
to hand nuclear weapons back to Moscow if the NATO doesn't
promise not to station missles in states bordering Belarus. 

Nov. 13 (UPI) - After Beijing's announcement to cease any
further nuclear testing, Japan decided to resume the suspended 
loans. According to the Asahu Shimbun newspaper, a total of
US$5.22 million in low-interest yen loans will be provided
over the next three years, beginning 1997.

Nov. 13 (UPI) - The Japanese Chugoku Electric Power Co.
applied to authorities to build two advanced boiling water
reactor near Kaminoseki. Despite the strong local resistance,
construction of the first reactor shall begin in 2001 and of
the second in 2006.
