Dec 6 (Reuter) - Northeast Utilities were not able to operate
its four nuclear power plants in a safe way, a Friday
published report of the Department of Public Utlity Control
concluded. The subsidiary Company Connecticut Light and Power
Co lacked leadership and planning in its administration and
was not properly staffed. The report said there was no
realistic plan for re-opening the closed Millstone-units.
