India wants to take a rotating seat in the UN Security Council, but probably will not get it, partially because of its position on the CTBT. 20 Sep 1996 (UPI) - Austria is becoming a leading center for illegal trade of radioactive materials. In 1995 the Austrian authorities handled 24 cases which are related to the smuggling of radioactive materials. DONE 25 Sep 1996 (Reuter) - Ukrainian officials denied Thursday that a limited chain reaction had taken place within the "sarcophagus". The increased neutron radiation inside the building is said to be caused by natural fluctuation, and is far below levels that could cause a serious chain reaction. A projext to build a new tomb makes no progress, and will be discussed at a G-7 meeting in Paris in october. This was reported on Thursday in official newspapers. However some officials are concerned about safety and the disposal of waste. Vietnam currently runs one npp, which it sais is used for research only. Hanoi signed the CTBT earlier this week. 25 Sep 1996 (Reuter) - Israel signed the CTBT last Wednesday, but sais this does not reflect any change in its nuclear policy. The treaty has been signed by over 70 countries, including the five declared nuclear weapon states. The treaty will not enter into force until all countries with nuclear reactors have signed it, but India refuses to do so.
