The panel will examine the feasibility of getting the Khmelnitsky 2 and Rivne 4 nuclear reactors up and running in time for the closure of Chernobyl by the year 2000. Sources close to the study said the timescale for completion by November 29 was simply too tight to give the panel, which will be led by British academic John Surrey, a realistic chance of looking at alternatives to nuclear power.
