Aug 28, 1996 (Reuter) - Activists from a Norwegian
environmental organization presented a report on the hazards
of Russia's atomic fleet Wednesday, hoping to persuade Moscow
that it does not contain state secrets. One of the report's
authors, former Russian naval officer Alexander Nikitin, has
been in jail in St. Petersburg for more  than six months on
suspicion of treason.


Aug 28, 1996 (UPI) -- British Foreign Secretary Malcolm
Rifkind   was due to arrive in the Indian capital New Dehli
Wednesday for a two-day review  of Indo-British relations,
including the dispute over the Comprehensive  Test Ban Treaty,
embassy officials said. In Islamabad, Rifkind urged India's
neighboring rival Pakistan to sign the treaty, but officials
said that although they support a test  ban, they will not
sign the agreement unless India does so.       


Aug 28, 1996 (Reuter) - Lithuania's huge Ignalina nulcear
plant has closed down on after a reactor was shut Tuesday,
energy ministry officials said Wednesday. A leak was detected
in the reactor's cooling system. The incident meant the plant,
which meets roughly 85 percent   of the small Baltic state's
electricity needs, was completely  shut as a second reactor
was undergoing routine maintenance. It is plant to be
restarted Sept 3, a senior ministry official said.


Aug 28, 1996 (Reuter) - Britain marked the end of an era
Wednesday by formally withdrawing from service the last of
four Polaris submarines that provided the country's nuclear
deterrent for nearly 30 years. The Polaris craft have been
replaced by two Trident nuclear submarines, which are almost
twice as big and carry advanced  missiles that have a much
longer range. A third Trident is completing sea trials and a
fourth is   under construction. Repulse and the other Polaris
submarines, the target of fierce anti-nuclear demonstrations
over the years, are to be tied up and left to rust at another
Scottish naval base, Rosyth,  while an underground storage
site for nuclear waste is built.
