Aug 9, 1996 (Reuter) - India reaffirmed Friday that it would block adoption of a global nuclear test ban treaty next week unless negotiators change a key clause which it says would limit its sovereignty. Negotiators are seeking a way around India's objections to the clause, which says the pact only becomes law when ratified by 44 key states which possess nuclear power reactors, including India. Aug 9, 1996 (Reuter) - The United States and China have agreed a deal whereby Beijing would use its influence on Pakistan to join a global nuclear test ban treaty, a U.S. diplomatic source said Friday. The bilateral deal was reached in return for U.S. concessions to meet China's demand to make it more difficult to launch international on-site inspections under the pact. To launch an inspection, the number of votes needed at the treaty's 51-member executive council is being raised to 30 from a simple majority of 26, as in the current text. Aug. 9, 1996 (UPI) -- The Dominican navy Friday said it would keep close watch on a British ship laden with spent nuclear fuel as it passes through the strait separating the country from Puerto Rico. The U.K.-registered Pacific Teal, carrying more than 20 tons of spent nuclear fuel from a Japanese power plant to Britain and France for reprocessing, was expected to sail close to Dominican waters late Friday or early Saturday. The ship, owned by Pacific Nuclear Transport Ltd., set sail from Japan on July 12 and its passage through the Caribbean sea has drawn protests from environmental groups. Aug 10, 1996 (Reuter) - The United States has assured India that it will not be punished with sanctions if it refuses to sign a global treaty banning nuclear test blasts, diplomats said on Saturday. Washington has urged Delhi not to veto the treaty even if it decided it could not sign the accord. Aug 11, 1996 (Reuter) - State-run Taiwan Power Co is offering to pay local governments and residents $3.2 billion ($116 million) for a new nuclear waste dump, newspapers reported on Sunday. The company will pay T$200 million after initial qualification screening and the remaining T$3 billion after the new location is finalised, the United News Daily said quoting company documents. The new dump would have a capacity of one million barrels of nuclear waste, the amount produced by Taiwan's four nuclear power plants over 40 years, the documents said.
