Jaap Ramaker, the Dutch ambassador conceded that his amended text did not meet India's demands for a clear commitment to total nuclear disarmament within a fixed period of 10 years. Ramaker said that his new text included a clause that would allow a treaty review conference in 10 years' time to re-examine the possibility of allowing "peaceful nuclear explosions."
