The power plant, with two reactors, would use already irradiated waters from Mayak reservoirs as cooling fluid and would use plutonium fuel stored at Mayak, helping solve some of the ecological problems in the region, First Deputy Prime Minister Soskovets said. "In terms of verification, this is like a hole as wide as a bulldozer for a treaty because the information from a peaceful nuclear explosion is obviously just as useful to the military as a military test is," Greenpeace campaign director Stephanie Mills said.
