MR Number: 4-98-0003 Diablo Canyon 1 2 Date: 02/03/98 Avila Beach,California Call from RIs Dockets: 50-275,50-323 PWR/W-4-LP,PWR/W-4-LP Subject: UNPLANNED POWER REDUCTION DUE TO HIGH OCEAN SWELLS Discussion: On February 2, Diablo Canyon Units 1 and 2 reduced power from 100 to approximately 50 percent due to potential sea grass intrusion into the main condensers from high swells (20 - 30 feet) in the Pacific Ocean. The high swells were associated with the large storm currently affecting the California coast. The licensee plans to operate Units 1 and 2 at approximately 50 percent power until February 4, 1998, when weather and ocean conditions have been forecasted to improve. The licensee implemented augmented management, operator, and security presence at the site to ensure adequate event response, if required. During the storm, 70 offsite emergency sirens were disabled due to high winds. The licensee implemented compensatory measures and are taking actions to restore the sirens to service (ref. Event Report 33641). Regional Action: The NRC resident inspectors provided continuous site coverage throughout the evening of February 2.
