PCS distributes Woodward Governor products to the nuclear power industry, provides nuclear quality assurance coverage, and retains 10 CFR Part 21 responsibility for those products. The PCS service alert notified customers of a change in Woodward's recommendations to maintain the integrity of the EGA controls during storage. The new guidance stipulates that the shelf-life of the EGA control is indefinite as long as the control is fully powered up once every 12-18 months for a period of 24 hours. Previous guidance in PCS Service Alert #049701 stated that applying 120-Vac single-phase power was sufficient to ensure that the EGA control's electrolytic capacitors remained fully charged. In Service Alert #059801, this guidance has been revised to state that rated voltage (in most cases 3-phase voltage) and current signals (normally from the line current input transformers) should be applied while the control is operated under load. This guidance does not apply to EGA controls that are currently in service because routine testing of the prime mover provides sufficient power-up of the control to keep the capacitors fully charged. However, PCS recommends that EGA controls that have been placed in inventory as spares be returned to them every 12 months so that the controls can be powered up for 24 hours and then functionally tested in accordance with Woodward Governor Company test procedures. MR Number: 1-98-0035 Susquehanna 2 Date: 06/30/98 Allentown,Pennsylvania SRI/PC Dockets: 50-388 BWR/GE-4 Subject: REACTOR SCRAM FROM 55 PERCENT POWER ON MAIN TURBINE TRIP Discussion: On June 29, 1998, at 3:19 a.m., with reactor power at 55 percent and a startup in progress, a moisture separator drain tank high level caused a main turbine trip, which resulted in a reactor scram. All control rods fully inserted. The reactor recirculation pumps tripped due to an End-of Cycle recirculation pump trip (EOC-RPT) and were restarted. Reactor water level dropped to +0.5 inches and was restored to normal limits (+35 inches) within several minutes, using the feedwater system. There were no ECCS initiations, emergency diesel generator starts, and no safety relief valves lifted. Radiation levels trended down with reactor power, and there were no challenges to the primary containment. After the plant was stabilized, a cooldown was initiated, and the plant was placed on RHR shutdown cooling. At the time of the shutdown, the plant was being returned to full power operation after its return to service on June 27, 1998, following a 5 day forced outage to repair a small leak on a flow element in the condensate filtration system (PNO-I-98-023). The unit expects to be out of service for about 2 days. The licensee continues to assess the root cause of the moisture separator high level condition. LUCIE, TURKEY POINT, AND SHEARON HARRIS Discussion: Carolina Power and Light (CP&L) announced on June 29, 1998, that James Scarola will be the new Vice President at the Shearon Harris plant, effective August 3, 1998. Mr. Scarola was the Plant General Manager at St. Lucie. Joe Donahue, currently Shearon Harris Director of Site Operations, will be acting Site Vice President, replacing Bill Robinson, until the arrival of Mr. Scarola. Florida Power and Light (FP&L) announced on June 29, 1998, that Rusty West has been promoted from Turkey Point Operations Manager to St. Lucie Plant General Manager effective July 6, 1998.
