MR Number: 1-98-0006 Beaver Valley 1 2 Date: 01/29/98 Shippingport,Pennsylvania Dockets: 50-334,50-412 PWR/W-3-LP,PWR/W-3-LP Subject: SENIOR MANAGEMENT REORGANIZATION AT BEAVER VALLEY Discussion: On January 28, 1998, Duquesne Light Company (DLC) announced a reorganization of senior managers. Mr. Sushil Jain has been promoted to the position of Senior Vice President (VP) - Nuclear Services Group. He will retain direct responsibilities for engineering and licensing activities in addition to his new duties. Mr. Ronald LeGrand assumes the position of VP - Operations Support Group, responsible primarily for outage planning, security, and training activities. Mr. Richard Brandt assumes the duties of VP - Nuclear Operations Group and Plant Manager, previously performed by Mr. LeGrand. Mr. Brandt joined DLC in December 1997 following three years as Plant Manager at Perry Nuclear Power Station. The reorganization described above becomes effective the first week in February 1998. Regional Action: The DLC President - Generation Group informed the NRC Region I Administrator and the NRC resident inspectors of this reorganization. Customs Service MR Number: 2-98-0005 Dulles International Airport Date: 01/29/98 Virginia Subject: DIGITAL RADIATION MONITOR READING ON SHIPPING CONTAINER ABOVE ACTION POINT Discussion: On January 28, 1997, the NRC was notified by a United States Customs Service (USCS) officer at Dulles Airport in Virginia. The USCS had identified a reading on a digital radiation monitor, above the USCS action point. The reading was from radiation levels emanating from a radioactive materials shipping container. Subsequent survey by a Federal Aviation Administration (FAA) representative using a survey meter determined that the radiation levels from the shipment met Department of Transportation (DOT) radiation level requirements. The shipment consisted of 12 shipping packages containing a total of 2.92 curies of iridium 192. The packages were reported to be undamaged and the shipment seals were intact. The radiation monitors had been issued to USCS personnel the previous day with instructions that personnel should immediately isolate the affected area if a measurement above a specified action point was observed. The USCS representative did not know the correlation between the reading on the radiation monitor and the measured radiation level. The shipment originated from Nucletron Corporation in Columbia, Maryland, and was in transit to a Mallinkrodt facility in the Netherlands. Regional Action: Region II coordinated a response with the USCS, NMSS, Region I, and the Commonwealth of Virginia. Contact: J. Discussion: On January 27, 1998, the Nuclear Fuel Services Facility in Erwin, Tennessee experienced a loss of offsite power due to a winter storm which blanketed the area with 10 to 14 inches of snow. The power outage was from about 7:00 p.m. on Tuesday, January 27, 1998 until approximately 6:00 p.m. on Wednesday, January 28, 1998. The facility was shut down from about 3:00 p.m. on January 27 and will remain shut down through January 29, 1998. During the power outage, the onsite diesel generator supplied emergency power to key equipment such as security equipment, the criticality alarm system, and the fire alarm system. Regional Action: The senior resident inspector was onsite on January 28 and reviewed the status of the key equipment. Contact: W. B. Gloersen (404)562-4713 _ REGION II MORNING REPORT PAGE 4 JANUARY 29, 1998 Licensee/Facility: Notification: MR Number: 2-98-0007 Ge Nuclear Energy Date: 01/29/98 Wilmington,North Carolina Dockets: 07001113 License No: SNM-1097 Subject: Small Fire in Components Operation Building (not Involving Licensed Materials) Discussion: On January 28, 1998 at 7:40 p.m., a small fire occurred in the Fuel Components Operation (FCO) building at the licensee's facility near Wilmington, North Carolina. The FCO building manufactures tubes, channels, and spacers, as part of the components for nuclear reactor fuel assemblies. The FCO does not contain NRC licensed materials and is physically separated by approximately 200 yards from the Fuel Manufacturing Operations (FMO) building. The licensee made an informational report of the fire to the NRC. The fire occurred in a small container of zirconium chips and was immediately extinguished. There was no equipment damaged and no personnel injuries. The FCO Building was evacuated due to smoke. The onsite emergency response organization was activated.
