MR Number: 1-98-0029 Indian Point 2 Date: 05/29/98 Buchanan,New York SRI FAX Dockets: 50-247 PWR/W-4-LP Subject: CON EDISON SENIOR MANAGEMENT CHANGES Discussion: On May 29, 1998, Con Edison announced that Neil S. "Buzz" Carns was named Senior Vice President, Nuclear Operations, a new position in the Con Edison organization. However, the duties of this position are currently being performed by Stephen Bram, the Senior Vice President, Central Operations, who was named the Chairman of Con Edison Energy, an unregulated energy supply subsidiary of Consolidated Edison, Inc. In 1997, Mr. Carns served as senior vice president and chief nuclear officer of Northeast Utilities' Millstone Station and prior to that assignment, as chairman, president and CEO of the Wolf Creek Nuclear Operating Corporation. Most recently, Mr. Carns led an Independent Safety Assessment (ISA), conducted by a team of twelve experienced industry consultants, at Indian Point 2 in April 1998. Mr. Carns will report directly to Michael Evans, President and Chief Operating Officer of Consolidated Edison of New York, the regulated subsidiary of Consolidated Edison, Inc. MR Number: 3-98-0040 Davis Besse 1 Date: 05/28/98 Oak Harbor,Ohio VIA RI PC Dockets: 50-346 PWR/B&W-R-LP Subject: PLANT STARTUP FOLLOWING REFUELING OUTAGE Discussion: On May 23, 1998, the licensee shut its generator output breakers to provide power to the grid, which completed the eleventh refueling outage. The outage lasted 41 days with major activities completed including high pressure turbine overhaul, reactor coolant pump motor upper thrust bearing maintenance, reactor refueling, ECCS train one maintenance activities, once through steam generator eddy current inspections, main steam isolation valve repairs, and main feed pump corrective maintenance and overhaul. Currently the licensee is limited to 91 percent reactor power due to high once through steam generator downcomer water levels. Regional Action: The Resident Inspectors observed the plant startup.
