MR Number: 3-98-0032 Monticello 1 Date: 04/27/98 Monticello,Minnesota RESIDENT INSPECTOR'S OFFICE Dockets: 50-263 BWR/GE-3 Subject: UNIT STARTUP FROM REFUELING OUTAGE Discussion: On April 24, 1998, the licensee initiated a unit startup from a refueling outage which began on March 20, 1998. At about 12:07 p.m. (CDT) the unit was made critical and is anticipated to be at 100 percent power by April 28, 1998. Startup was delayed by two days due to a cracked control rod drive withdraw line inside of the drywell. The licensee also identified two other lines with indications and made repairs to the three lines. During the 36-day refueling outage, the following major activities were accomplished: reactor water clean-up line break isolation logic modification; design changes to support the power rerate; significant maintenance on several motor-operated valves; replacement of the high pressure turbine buckets and diaphragms; and resolving several opened jumper/bypasses and operator work-arounds. Regional Action: The residents observed numerous outage-related and startup activities. Contact: J. MCCORMICK-BARGER (630)829-9872 _
