The break occurred while performing maintenance work on a fire-hydrant located south of the water treatment plant and in the vicinity of the Unit 2 Service Water/Circulating Water Pumphouse Structure. Excessive water accumulation outside of the pumphouse occurred due to clogged storm drains. Although the leak was not completely isolated, leakage was controlled at 50 gpm. Water seepage also occurred through various electrical conduit penetrations near or at floor level inside of the Emergency Service Water (ESW) and High Pressure Service Water (HPSW) pumprooms in the pumphouse structure. Water flow through conduit routed to the diesel-driven and motor-driven fire-pumps was also identified. Wetted components were limited to cables located within the affected conduits, routed in underground duct banks. The operability of the ESW/HPSW systems was not adversely impacted because the affected cables are qualified for a wet environment. The line break and flooding conditions were corrected on August 23. PECO engineering continues to review the impact and ramifications of this event in light of a design based flood event. Regional Action: The resident staff is continuing to follow-up on PECO's activities. The Division of Reactor Safety is monitoring the Licensee's activities.
