The Clinton licensee determined that portions of the high pressure coolant spray (HPCS) system piping and portions of the reactor core isolation cooling (RCIC) system piping were not designed to withstand missiles generated by a design basis tornado. The portions of concern are the suction and instrument lines that connect to the RCIC storage tank outside the plant. The affected customers are Washington Public Power Supply System, Northeast Nuclear Energy Company, Texas Utilities Electric Company, and South Carolina Electric and Gas Company. _
