Mr. Tom Gierich, the current Byron Operation Manager, will be reporting to Downer's Grove to work for Mr. Stanley. Mr. Ed Bendis the current Byron Shift Operations Supervisor will be assigned as the Unit 2 Operations Engineer. Paul Johnson will be assigned as the Maintenance Manager on a temporary bases to replace Ms. Snow. Contact: Michael Jordan (630)829-9637 _ REGION IV MORNING REPORT PAGE 3 DECEMBER 21, 1998 Licensee/Facility: Notification: Nebraska Public Power District MR Number: 4-98-0065 Cooper 1 Date: 12/21/98 Brownville,Nebraska RESIDENT INSPECTOR Dockets: 50-298 BWR/GE-4 Subject: PLANT RESTART FROM REFUELING OUTAGE 18 Discussion: On October 3, 1998, the licensee shut down the Cooper Nuclear Station's reactor to begin Refueling Outage 18. On December 7, 1998, the licensee completed the major scheduled outage work activities, including a reactor vessel 10-year inservice inspection, replacement of extraction steam lines, Diesel Generator 1 transformer installation, and Reactor Feedwater Pump A overhaul. Emergent problems identified and addressed by the licensee during the outage were degraded service water pipe lining, lower than design rated interrupting capability for the 125Vdc and 250 Vdc systems, and degraded main steam isolation valve internals. The outage lasted 79 days with a scheduled duration of approximately 40 days. On December 20, at 1:48 a.m. (CDT), the main generator was connected to the grid ending the outage.
