MR Number: 2-98-0040 Farley 1 Date: 08/17/98 Ashford,Alabama Dockets: 50-348 PWR/W-3-LP Subject: TUBE LEAKAGE AND CONTRACT NEGOTIATIONS Discussion: On August 14, 1998, Unit 1 experienced increased tube leakage exceeding 90 gpd on the 1B Steam Generator. Trending indicated that the leakage would exceed the Technical Specification allowable value of 140 gpd prior to a scheduled refueling outage beginning October 3, 1998. Unit 1 was shutdown on August 16, 1998, for repair of the 1B Steam Generator. Currently, Unit 1 is in Mode 3 and continuing with cooldown and depressurization. The licensee anticipates being in midloop about August 20, 1998. No core offload is planned. On August 15, 1998, IBEW members voted to reject the proposed contract. Although the current contract has expired, IBEW covered employees will remain on the job while negotiations continue. IBEW has also agreed to provide prior notification of any strike. Rapp (404)562-4674 _ REGION II MORNING REPORT PAGE 2 AUGUST 17, 1998 Licensee/Facility: Notification: MR Number: 2-98-0041 Nuclear Fuel Services Date: 08/17/98 Erwin,Tennessee Dockets: 00070143 License No: SNM-124 Subject: Fire Destroys Abandoned House On Licensee's Property Discussion: At 3:17 a.m. on August 17, 1998, a fire occurred at an abandoned house on the NFS property located north of the North Site burial ground and outside the protected area. The Erwin Fire Department was notified and responded to the scene at 3:26 a.m. The fire was not extinguished and the structure was completely burned. The house and surrounding area had been previously monitored for radiation and found to be free of contamination. The NFS Director of Environmental Protection and Health Physics was at the scene during the event. The licensee will request an investigation to determine the cause of the fire.
