Headquarters Daily Report MARCH 16, 1998 *************************************************************************** REPORT NEGATIVE NO INPUT ATTACHED INPUT RECEIVED RECEIVED HEADQUARTERS û REGION I û REGION II û REGION III û REGION IV û PRIORITY ATTENTION REQUIRED MORNING REPORT - REGION IV MARCH 16, 1998 Licensee/Facility: Notification: Nebraska Public Power District MR Number: 4-98-0011 Cooper 1 Date: 03/16/98 Brownville,Nebraska Resident Inspector Dockets: 50-298 BWR/GE-4 Subject: REACTOR STARTUP FOLLOWING MIDCYCLE OUTAGE Discussion: On March 13, 1998, the licensee began a startup from a scheduled midcycle outage. At about 4:10 a.m. on March 16, the unit reach full power. Cooper Nuclear Station had entered the outage on February 27, 1998. Major activities accomplished during the outage included replacement of safety/relief valve pilot assemblies, modification of the power supply to the elevated release point sump pumps, and replacement of a 4160v GE Magnablast breaker. On March 8, CNS reported to the NRC that several offsite evacuation routes had been closed because of blowing and drifting snow. On March 10, 1998, the licensee indicated their desire to perform a reactor startup and indicated to the NRC that the offsite conditions supported plant startup. Later that day, the NRC received written confirmation from the Federal Emergency Management Agency (FEMA) that the offsite conditions in the vicinity of CNS were adequate to support plant operation. The confirmation included the concurrence of both FEMA Region VII and FEMA Headquarters. Regional Action: The resident inspectors observed the unit shutdown, restart, and major outage activities.
