Anderson (610)337-5227 _ REGION II MORNING REPORT PAGE 3 APRIL 16, 1998 Licensee/Facility: Notification: Tennessee Agreement State MR Number: 2-98-0018 Gts Duratek Date: 04/16/98 Oak Ridge,Tennessee License No: R-73008 Subject: POSSESSION OF SPECIAL NUCLEAR MATERIALS CONTAINED IN RADIOACTIVE WASTE IN EXCESS OF LICENSE AUTHORIZED QUANTITIES Discussion: On April 16, 1998, the State of Tennessee notified the Nuclear Regulatory Commission of two instances in which the licensee exceeded the maximum possession limit of special nuclear materials (SNM) authorized on the license issued by the State of Tennessee. Specifically, the licensee possessed more than 350 grams of uranium 235 (U-235) between January 8 and February 11, 1998; and between March 20 and April 7, 1998. The maximum quantity of U-235 possessed by the licensee at any one time was 428.95 grams. The 350 gram possession limit is based on a conservative estimate of the quantity of SNM that may be possessed without concern for criticality controls. The issue was identified by the licensee. The licensee reported that their initial investigation indicated that the excessive possession was the result of a tracking error due to an inadequate assessment of the quantities of SNM being transferred and the failure to log four separate incoming SNM shipments. The licensee has stopped all receipt of special nuclear material and has begun an analysis to determine the root cause for the problem.
