This notice is being issued to all portable gauge licensees to share some
recent incidents of thefts and to remind them of their responsibility to

Subject: NEBRASKA PUBLIC POWER DISTRICT ANNOUNCES NEW VICE PRESIDENT OF  
         NUCLEAR ENERGY                                                  


Discussion:

On January 13, 1998, Nebraska Public Power District (NPPD) announced that
John Swailes will assume the position of Vice President of Nuclear Energy
for Cooper Nuclear Station effective February 2, 1998.  Mr. Swailes is   
currently Director of Engineering for Washington Public Power Supply     
System at WNP-2 Nuclear Station.  The current vice president, Philip     
Graham, will remain with NPPD until the middle of February to facilitate 
this transition.  His departure is approximately 4 months earlier than   
what had been anticipated from his original contract with NPPD.
