The vendor reports that the air start solenoid valve commonly used on EMD diesel generators (EMD No. 9513134 or Graham-White No. 712-051) exhibits air leakage when maximum inlet air pressure (200 psig) is applied. This results in frequent air compressor cycling. The design improvement to solve this problem is installing a 275 psig spring valve, sold in a valve, spring, and mounting bracket combination (Graham-White No. 712-065, 712-015, 712-065, 1508-003, or 1508-3). The vendor testing concluded that these improved solenoid assemblies require a minimum of 105 volts for performing their function. These deviations include inadequate solder connections, incorrect time delay on a high voltage alarm circuit card, and an incorrect setpoint. _ REGION III MORNING REPORT PAGE 4 FEBRUARY 10, 1998 Licensee/Facility: Notification: MR Number: 3-98-0013 Western Care Reserve System Date: 02/06/98 Youngstown,Ohio VIA TELEPHONE CALL FROM STATE OF OH Dockets: 03002666 License No: 34-01026-01 Subject: RADIATION ALARM ON INCOMING TRASH RECEIVED AT LANDFILL Discussion: On February 6, 1998, Region III was notified that a shipment of waste entering a BFI landfill in Mahoning County, Ohio, activated the company's alarm. The company moved the truck to an isolated area and surveyed the trash with a hand-held radiation survey meter. An individual bag was located that was reading at levels well above background on the meter. Upon further examination of the bag, representatives of the landfill determined that the trash bag originated from a residential home. The landfill contacted the homeowners and determined that an individual residing there had recently received an iodine-131 treatment at Western Care Reserve System, a local area hospital. The hospital was then contacted. Hospital representatives took possession of the trash and are currently storing it for decay at their facility.
